Powders:

Insect Growth Regulators:
IGR's render any live fleas unable to reproduce. These also work for the yard. One reproducing flea can have a trillion offspring, so a weapon to stop reproduction is a necessity. Combine an insecticide (kills adults fleas) with a growth regulator (stops reproduction).
Exterminator:
Call a pest control company if you can't do the above or if your efforts are unsuccessful. Such companies are well-equipped to deal with flea infestations.
